Management Analyst

Summary This Management Analyst position is located within Nursing services at the Providence VA Healthcare System, located in Providence, RI.
It is full-time at 40 hours per week.
Responsibilities The employee serves as a management analyst performing assignments that are typically limited in scope or clearly defined segments of larger projects.
The employee performs analytical and evaluative work of administrative aspects of organizational operations and management which has a recurring need for data gathering, analysis, and interpretation, or may perform work involving special projects assigned to higher-graded management analysts.
Duties include, but are not limited to:
Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, and comparisons of past, present, and related project functions; Reviews and studies administrative processes to identify such procedural problems such as the duplication/overlapping of clerical functions or the need for revision of program procedures; Analyzes and evaluates the effectiveness of administrative operations in meeting the established goals and objectives of the designated office component; Applies a range and sequence of analytical steps appropriate for the assigned studies, or portions of studies, from planning through fact-finding to reporting results; Formulates recommendations for modifying, revising, or implementing procedures to improve the effectiveness and efficiency of administrative operations; Establishes the necessary facts and links those facts to the appropriate solution of assigned problems and issues while continuously deciding whether sufficient information has been gathered to substantiate findings; Reviews, analyzes and evaluates such areas as proposed changes in mission, operating procedures and delegations of authority affecting administrative operations; and Other duties as assigned.
Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule:
The work schedule will be determined based on the needs of the Medical Center.
VA Providence Healthcare System is an acute care facility operating 24 hours a day 7 days a week.
While most tours of duty are scheduled during the day, the possibility of working evenings, nights and weekends does exist.
Shift changes will be considered based on patient and facility needs.

Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023.
Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Gathers and Organizes Narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, review of databases, and comparisons of past, present, and related project functions; Reviews findings and works to develop long term plans for management including strategic planning initiatives; Compiles, analyzes, and tracks data related to a vast array of clinical and administrative operations as they correlate with service line measures including nurse sensitive indicators.
OR, Education:
Applicants may substitute education for the required experience.
To qualify based on education for this grade level you must have one full year of graduate level education.
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study.
If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
