The Opportunity
First Data's Government Solutions Team is seeking a highly motivated professional candidate who will function as the Project Manager / Senior Consultant responsible for managing and executing a strategic planning and consulting engagement pertaining to a single Child Support Modernization project for the State of Rhode Island. As the senior project resource, the candidate will be responsible for leading the First Data on-site team, working closely with the Client and collaborating with other vendors for a successful engagement.
The selected candidate must possess strong leadership and communication skills, both written and verbal. The candidate must have a high-level of expertise pertaining to Child Support, Process and System Modernization and Organization Change Management.
The First Data Government Solutions philosophy is to hire experienced, motivated individuals to join and develop the company organization; not just to fulfill specific projects roles. Therefore, while the first engagement would be specific to this State of Rhode Island opportunity, your next engagement could be on a Health Insurance Exchange implementation project, or even an IV&V; effort on an EBT solutions program.
In addition to project specific duties and when not deployed to a project, you will also be responsible for supporting the Enterprise Services Center of Excellence to help mature the consulting practice and deepen First Data's presence in targeted markets. This includes assisting with methodology and practice guide refinement, proposal preparation, consulting training development and delivery, project start-ups and project health checks.
You must be willing to travel to Providence, Rhode Island for this specific engagement, and beyond that, to other locations dependent on the needs of the organization at the time this project concludes.
# Job Specific Responsibilities
Deliver biweekly project update reporting; participation in weekly project team meetings; support client in enterprise / solution meetings and presentations
Manage project tasks including relevant project deliverables for quality, accuracy, consistency, timeliness and value to the client
Coordinate and fully document findings and recommendations for the project and present to both state and federal stakeholders as required
Act as primary liaison between the system integrator and the state
Proactively identify and managing issues and risks, including providing regular risk updates
Ensure First Data project management and consulting methodologies, processes and templates are consistently employed and applied
Maintain / enhance the client relationship as the Trusted Advisor status and work with the Delivery Director to identify and position First Data for expanding consulting services to the client
Leading the assessment of the State's Child Support Enforcement practices and policies.
Leading the oversight of requirements development for specific state agencies.
Leading the evaluation of potential solutions based on the requirements by coordinating and participating in product calls and demos, reviewing the developed requirements and vetting the viability of the proposed tool.
Lead the development of a product matrix that evaluates each against the requirements.
Assist the state in scoring and product selection.
Ensure that project management methodologies, processes, and templates are applied and used consistently.
Track all deliverables and monitor budget versus actual expenses.
Provide vendor and contract management activities as required for the project.
Adhere to PMBOK methodologies.
Estimate level of effort and timing effectively.
Focus on customer experience and service for internal and external customers.
Distribute application and process knowledge and mentor team members on areas of expertise.
Identify opportunities to improve the processes and quality of work products.
# Candidate Requirements
Please read carefully. We are specifically seeking candidates with experience in State Human Services IT systems.
Five (5) or more years of experience as Project Manager
Bachelor's Degree
Child Support Enforcement System Experience
Proficiency in Word, Excel, PowerPoint, MS Project, MS Visio & Adobe Acrobat.
Excellent written and verbal communication skills.
Must be able to plan and facilitate presentations and client meetings, and guide the First Data and client Teams in developing required deliverables and work products.
